In many states, an official handicapped parking space must have both painted symbol on pavement & a sign on pole or wall with symbol. So, now in court ask if the parking space had both? Then ask if the officer that wrote ticket actually looked under car to verify the symbol! Likely not! Also likely the officer will not have proof of the space being official with him in court! Also, a good judge might give a pass for you having a temporary bad leg such as using a crutch or........

HA ...BOOM! The cloud that will quickly vaporize from a leak or rupture of a tank or piping will be a highly FLAMMABLE GAS!!! Many such disasters around US every year. You do not want to be close & especially down hill or down wind from the leak! I always recommend a wind direction flag high up to guide the responders to such an event. No local fire company can work such an event! A local air port or military base may have such a crew & Haz Mat truck to work that type of event! The fire crew is better off staying back & evacuating locals! Also of course calling in a Haz Mat crew, but let it burn out! If it is cooking an adjacent tank, get the Hell out of that area (Long way) !!!! View Comment
Also, cooking acid ( depending on what type) cold make deadly fumes. This is why firemen should not rush in sometimes to put flames out! They need to know what they are really working on to stay alive! Better not a dead hero! View Comment
The worry is not an explosion, but worse, a leak that produces a cloud of ground hugging propane that will erupt in a ball of fire! Crispy Critters! Many such Propane incidents on Internet from around country. View Comment
An storage tank explosion, is unlikely (almost impossible) for a full tank. However, an empty tank ( 3% or less is considered empty) will be very explosive! If there was a fire to cook off tank, say good by to area! Remember, you will be having tank trucks in & out to fill up. The facility needs to be protected from a runaway or poorly driven truck causing a tank leak. The warning devices & protective valving to prevent leaks should be extensive. Having passing freight trains that can derail into tank farm are a hazard also. There are methods of adding items to reduce chances of a derailed train going into tank farm. Some of these are side rails to guide consist by even if derailing occurring. Dragging equipment detectors. Assuming there will be a side track, there will also be a end of track bumper. Switching to side track will likely be manual, which means a concerned 2nd worker will be guiding consist into side track. View Comment

THere should have been done, a Hazard Analysis. It should contain issues related to leakage, emergency response issues & access, ignition sources, who has access to site & what type of vehicles will be entering & leaving. THere is an NFPA code they have to meet that the Town gov & Emergency folks should have bee sent a copy. If you send it to me on line, I will review just as I have in my local city (no cost for comments)! THe NFPA code has location it should not be with in some many feet! How is B&O powering vehicles that pass, electric of diesel? Are their track inspection or ballast vehicles passing that might cause an ignition source. Also, there are required & prudent monitoring devices for gas leaks. Wind direction indicators for Em Response teams.There are leak prevention devices to prevent a loading truck from running into BIG tanks. A leak is likely to stay near ground ( assume Propane) & flow into track area! THere different types of leak prevention devices that can be added..It needs a meeting with town floks (open) after both sides work out a VERY good prevention of a disaster! More after I know more!

Thinking the RR & Fire Marshall you keep you fully safe is WRONG! THere are minimum requirements they can inspect for and many more (+$) that will greatly improve the degree of town safety.. A major leak of gas could roll down Worcester St as iot goes from liquid to gas!
