Keith Morse, a 20-year-old Toms River resident, was using a residence on Walnut Street to store and distribute crack cocaine, Ocean County Prosecutor Bradley Billhimer said. Belvidere Teacher Aide Assaulted 5-Year-Old: Prosecutor A 60-year-old teacher aide at a school in Belvidere was arrested and charged on Friday, Feb 7 with assaulting a 5-year-old, authorities said. Philip Carlton was arrested following an investigation by the Belvidere Police Department, the Warren County Prosecutor's Office said. He was charged with endangering the welfare of a child, prosecutors said. According to the district website, Carlton is an aide at Belvidere Elementary School.
